The Gilbert Police Department announced on Thursday it’s labeling the Gilbert Goons as a “hybrid gang” and met the requirements of a criminal street gang. Gilbert police have made 25 arrests in cases of teen violence this year. But police said it’s not sufficient evidence to charge them with gang charges.
