Peoria toddler found safe after being reportedly kidnapped by non-custodial parent

A 2-year-old girl who Peoria police say was kidnapped by her non-custodial parent on Saturday afternoon was found safe and unharmed on Sunday. Her father, Kevin Carr, is in custody.
