Phoenix makes big changes to its bulk trash pickups in neighborhoods

Phoenix is making several changes to its bulk trash pickup program that officials say will make it more convenient for customers. The program is moving to an appointment system. There will be no bulk pickup in the alley. Also, the amount residents are allowed to put out is being cut in half.
