Maricopa County attorney refusing extradition for suspect linked to crime spree

Maricopa County Attorney Rachel Mitchell announced that 26-year-old Raad Almansoori will remain in the state to face his alleged crimes, in a decision New York prosecutors call “a slap in the face.”
